'Haku-banriu' tree peony (Paeonia suffruticosa 'Haku-banriu') is a shrub for borders, perennial beds, and cut flowers. It is hardy to USDA zone 4, or down to -30°F (-34°C). This plant likes full or part sun, average moisture, and loamy soil. It makes a good partner for other spring bloomers in a mixed bed. Give it a spot where its woody stems can stay in place from year to year.
