'Madame Felicie Simonis' tree peony (Paeonia suffruticosa 'Madame Felicie Simonis') is a shrub for borders, cut flowers, and perennial beds. It is hardy to USDA zone 4, or down to -30°F (-34°C). This plant likes full or part sun, average moisture, and loamy soil. The flowers are double, which gives the plant a full, layered look. You can cut the blooms for a vase.
